Ukrainian Generals Revealed to be Tied to Multi-Million Dollar Army Corruption Case
The probe centers on a 2016 Defense Ministry contract for the Dzvin-AS troop command-and-control system, awarded to a private company with no prior software development experience. Over four years, project specifications were revised 13 times, inflating costs by $7 million. The system only entered service in 2022.
On Friday, the National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO) confirmed that the investigation has reached the legal disclosure stage, a precursor to formal indictments.
Authorities allege the scheme involved a deputy head of the Ukrainian General Staff, a deputy commander of Communications Troops, the head of the General Staff’s automation department, and a businessman whose company developed Dzvin-AS. Investigators say delays and cost overruns allowed the group to siphon $5.7 million from the project.
Concerns about Dzvin-AS first appeared in 2021 after a 2020 contract audit. In December 2022, despite ongoing issues and the escalating conflict with Russia, then-Defense Minister Aleksey Reznikov ordered its deployment. NABU reported in 2024 that the ministry considered expanding the system rather than correcting its deficiencies.
Reznikov resigned in 2023 amid a separate scandal over inflated food procurement contracts but faced no charges. NABU described both cases as central to its efforts against military corruption.
